You may as a citizen report to the police department any persons you observe that are breaking the law, and of course drinking and driving a motor vehicle under the influence of alcohol or drugs is against the law. Its not up to you to prove the accusations, but the police department to act on the information that you provide. You cannot force the DA/or PD to press charges, but they should investigate your allegations. Sooner or later most drunk drivers get caught.
If I don’t catch a person within 90 minutes of a report of DWI, I can take no action.
