I can tell you this since I live in Ohio. Not blowing or testing is an automatic 1 yr license suspension, and the judges here won’t give any breaks. It’s a mandatory minimum anyway. With a guilty plea he’ll likely get 6 months probation with a 6m- 1yr license suspension. That’s the law.
